There was no doubt about it.

My uncertainty followed from having seen plenty of configuration data
files named firmware or microcode, and from having seen patches for such
configuration data.

Truth is, most people who deal with these files probably don't know and
don't care whether the bits stand for executable code.

So much of that that I've stopped regarding such terms as carrying any
implication that they necessarily refer to executable code.  It doesn't
rule it out as a possibility, but the use of these terms doesn't even
count as supporting evidence in my mind.
