Al respecto de tu consulta, habría que decir en primer lugar, por lo 
menos hasta donde conozco -no se si alguién de la lista de legales de la 
FSFLA tiene otra información adicional-, que la licencia para 
CodeIgniter no fue sometida por Ellis Lab Inc. a la OSI para su 
discución y eventual aprobación posterior.

De todas formas, el hecho de que no sea una Licencia Open Source 
aprobada por la OSI, no implica necesariamente que no cumpla con los 
requisitos que la propia OSI establece para que el software sea 
considerado open source strictu sensu.

De hecho, en mi opinión cumple con los requisitos de la OSI -y conforme 
a lo que se ha debatido en distintos foros-.

A su vez, a tu pregunta concreta: "me gustaría saber si la siguiente 
licencia (licencia de CodeIgniter, www.codeigniter.com) me permite 
licenciar lo que haga con GPLv3" ,en mi opinión la respuesta es SI, ya 
que la Licencia de CodeIgniter no impone restriciones a la facultad de 
redistribución de las modificaiones bajo otra licencia, con lo cual no 
habría inconveniente en utilizar GPLv3. Con esto, a su vez, tampoco 
impone obligación al respecto de la redistribución de fuentes, con lo 
cual se podría distribuir sólo binarios, es decir, es una licencia del 
estilo MIT/BSD.
