I hope that such system is designed such that the person has full
control of what's inside the "account" (including ability to change
operating system and packages), otherwise it's considered service as a
software substitute (SaaSS):

One step towards this is making use of GNU Guix, and contribute such
that the recent discussion about PRoot results in a working patch:
[[https://lists.gnu.org/archive/html/guix-devel/2017-05/msg00182.html]]. Although
the reference given notes that things under PRoot are somewhat slower,
this is better in terms of the essential freedoms of the software,
instead of the user having a restricted box.

However, the combination of GNU Guix with PRoot only covers user-space
packages, it doesn't guarantee that the user will have full control over
the choice of system distribution and kernel being used. *Personally*,
only for the cases of using "computers for hire" (the so called virtual
servers), I consider the loss of ability to change system distribution
and kernel on the computer over the network as SaaSS.
